United Green Nations
Preferably to define the United Green Nations (UGNs) in the terms of footprinting
metrics as an alliance of countries, current ecological impact of which on the
planet is counterbalanced (in opposition to an existing one, approximately 50%
overshooting) with its renewable potential. Actually, the UGNs is implied as
the newest system of global ecological security and sustainable development
elaborated on the basis of footprinting metrics (e.g. Stoeglehner &
Narodoslawsky, 2008).
The footprinting metrics can be considered in the capacity of one of the
reduced versions of the global metrics known under the name Sustainable
Development Gauging Matrix, SDGM (Zgurovsky, 2007). The SDGM is more
cumbersome (three dimensions ? economic, social and ecological, numerous
indexes, indicators, datasets and scores are used) and thus is more complicated
at the decision making level.
In general outlines, the concept of UGNs coincides with the concept of One
Planet in the terms of Global Footprint Network (GFN), One Planet Economy Network (OPEN) and other well known world
organizations however, it demands the more stringent requirements for
pro-ecological modernization of each country (in form of the Reduce Ecological
Footprint Pledges), offering simultaneously the new approaches, stimuli and tools. The need in the more stringent
pledges, as in the new approaches, stimuli and tools, follows ? according to the results of the
plenary session of the United Nations General Assembly 2010 ? from an unconvincing pace of
movement of the most countries in fairway of the Millennium Development Goals 2015, first of all in the context of 7th
(environmental
sustainability) and 8th
(global partnership) goals of this program.
In accordance with the GFNs optimistic forecast (see OPEN, Vision
2050 etc.), the state of One Planet or, in our terms, the UGNs may be
achieved until about 2050. However,
an official event of establishing the United Green Nations will unlikely be
held in the due time without the more decisive activities.
Acceleration
The process of building the UGNs can be accelerated due to the following
general measures: economic and regulatory (1-4), organizaton (5),
antiassimilation (6), juridical (7), educational and
enlightenment (8).

These eight measures form an easy
memorable formula MADECARE or MADE with CARE (Macroeconomics, Articulation
& Global Scaling, Deproprietarization, Ecological Footprint Exchanges,
Crowdsourcing & Global Beehiving, Antiassimilation, Responsibility, Education
& Enlightenment).
Catastrophic events at Fukushima NPS, Japan, must whip the global movement towards the United Green Nations.
Mondial Eco-Proficit
& Eco-Neutral Alliance
In addition to general prject of building the United Green Nations, another,
more local and more manageable, initiative is announcing ? we say about an alliance of
eco-proficit and eco-neutral countries (Mondial Eco-Proficit & Eco-Neutral
Alliance, MEEA). The creation of this Alliance allows to redesign the
available global system of alliances on the basis of modern pro-ecological
principles instead of (retro)regional, (retro)political and (retro)economic
ones. Using national footprint
data (GFN), it can be seen that the MEEA can currently include about 45-50
countries: more than 20 African countries, 11 Latin American, 5 European, , etc. (Yurchenko &
Yurchenko, 2010).
Taking into consideration the current situation, the creation of the MEEA
allows to save the available green territories represented by eco-proficit and
eco-neutral countries, expand these territories involving eco-deficit countries
(through the Reduce Ecological Footprint Pledges), provide the effective
Ecological Footprint Exchanges between countries (see MADE with CARE) and,
finally, render the press on the United Nations stimulating this world
organization for the more decisive activities.
The Impact
United Green Nations is the newest system of global ecological security and sustainable development, the most powerful modern project concerning all the members of global community.
